Liber-Tea Ventures LLC provides housing without unlawful discrimination based on any characteristic protected by applicable federal, Pennsylvania, or local law. The same applicable written standards are used for every applicant.
People with disabilities may request reasonable accommodations or reasonable modifications as provided by law. Qualifying assistance animals are evaluated under fair-housing requirements and are not treated as pets.
The household
Adult applicants
Each adult who will reside at the property and is required to be a leaseholder must complete the required application and screening process.
Information about children and other household members is requested only as reasonably necessary for lawful occupancy and household records. It is not used to discriminate based on familial status.
Accurate information
Identity and application verification
Applicants must:
- Provide enough information to verify identity.
- Provide lawful authorization for required consumer or tenant-screening reports.
- Submit complete and materially accurate application information.
- Respond to reasonable requests for verification or clarification.
Materially false, fraudulent, intentionally misleading, or unverifiable information may result in denial. When reasonably possible, ordinary omissions or clerical errors will be addressed by requesting clarification.
Ability to pay
Income and lawful resources
As a general qualification standard, the household must demonstrate verifiable gross monthly income or other lawful resources equal to at least three times the monthly rent.
Lawful sources an applicant chooses to rely on will be considered consistently. These may include employment or self-employment income, retirement income, benefits, regular documented payments, or other lawful and verifiable resources.
When rental assistance or a housing subsidy directly pays part of the rent, qualification will be evaluated consistently with applicable law and the portion of the rental obligation for which the household is responsible. Reasonable documentation may be requested to verify the resources relied upon.
Prior tenancies
Rental history
Applicants should demonstrate a satisfactory rental history. Review may include:
- Timely payment of previous rental obligations.
- Amounts currently owed to a former housing provider.
- Material lease violations or damage beyond ordinary wear and tear.
- Relevant landlord references.
- Court judgments or other reliable records related to prior tenancies.
An eviction filing alone does not automatically result in denial. Available information about its outcome and relevant circumstances may be considered. Applicants may provide documentation explaining inaccurate, incomplete, dismissed, satisfied, or otherwise relevant rental-history information.
Payment history
Credit and financial history
A consumer report may be obtained through an authorized screening provider. Credit information is used primarily to evaluate demonstrated payment obligations—not to judge an applicant solely because credit exists or does not exist.
The review may include payment history, delinquent obligations, collections, unpaid rental or utility obligations, relevant judgments, lawfully relevant bankruptcy information, and overall credit reliability.
Limited or nonexistent credit history alone does not automatically disqualify an applicant. Medical debt and other information that may not lawfully be considered will not be used where prohibited.
Individualized review
Criminal history
An arrest is not treated as proof that criminal conduct occurred and, standing alone, is not grounds for denial. The existence of a conviction also does not automatically disqualify an applicant.
Where criminal history is lawfully considered, review may take into account:
- The nature and seriousness of the conduct.
- The amount of time that has passed.
- Whether the conduct reasonably relates to the safety of residents, employees, neighbors, or property.
- Relevant subsequent history.
- Evidence of rehabilitation or changed circumstances when provided.
- Other relevant individualized circumstances.
Criminal-history standards are applied consistently and in accordance with applicable fair-housing and other laws.
The dwelling
Occupancy
The proposed household must comply with lawful occupancy limits applicable to the particular dwelling. Decisions are based on lawful property, building, housing, or safety requirements—not familial status or another protected characteristic.
The maximum permitted occupancy, when known and applicable, will be stated with the property information or before lease execution.
Animals
Pets and assistance animals
Each property listing will disclose applicable pet policies, permitted animals, restrictions, deposits, or fees.
A qualifying assistance animal is not evaluated as an ordinary pet. Pet fees, pet rent, and pet deposits are not charged for qualifying assistance animals. Applicants or residents may contact us for reasonable-accommodation instructions.
Before payment
Application fee
The application and screening fee is $50 for each adult applicant. It covers application processing and screening and becomes nonrefundable after processing or screening has begun, except where required by law or expressly stated by Liber-Tea Ventures LLC.
An applicant who has paid the fee may request consideration for another available Liber-Tea Ventures property within 30 days without paying another application fee, provided the application and screening information remains sufficiently current. The applicant must still meet the requirements for the other property, and updated information may be requested.
When an application is complete
Order of applications
A household application is not complete until every required adult applicant has submitted the required application, documentation, authorization, and fee.
Unless a different lawful procedure is disclosed before applications are accepted, completed applications are processed in the order they become complete. Meeting the qualification criteria does not guarantee availability if another completed and qualified application has already proceeded toward lease execution.
Your screening rights
Consumer reports and adverse action
Tenant-screening or consumer reports may include credit, rental history, eviction records, identity verification, or criminal-history information where lawfully obtained and relevant.
If an adverse action is based in whole or in part on information supplied by a consumer reporting agency, the applicant will receive the notice required by the Fair Credit Reporting Act, including the reporting agency’s identity and applicable rights to obtain and dispute the report.

Reasonable accommodations
An applicant with a disability may request a reasonable accommodation when needed to participate in the application process or have an equal opportunity to use and enjoy a dwelling. Requests are evaluated in accordance with applicable fair-housing law.

Final qualification
What approval remains subject to
- Verification of material application information.
- Satisfaction of the applicable rental criteria.
- Continued availability of the property.
- Completion of required lease documents.
- Payment of required lawful move-in funds.
- Any property-specific requirements disclosed before application or approval.
Submitting an application does not create a lease, guarantee approval, or by itself reserve a property.
